Recent announcements by the Quebec government introduce measures impacting immigration programs, especially for those pursuing permanent residency or working in Quebec. Here’s what you need to know.

1. Suspension of Applications for PEQ – Quebec Graduates Stream

  • Applications already submitted under this stream will be reviewed by MIFI (Ministère de l’Immigration, de la Francisation et de l’Intégration).
  • Individuals previously selected can continue their immigration process toward permanent residency.
  • Requests to add family members (e.g., dependent children or spouses) are unaffected by this suspension.
  • Temporary workers under the PEQ stream are not impacted.

2. Temporary Pause in Invitations Under PRTQ

  • No new invitations will be issued under the Regular Skilled Worker Program (PRTQ) or the Skilled Worker Selection Program (PSTQ), which replaces PRTQ starting November 29, 2024.
  • Applicants invited to submit a permanent selection application before October 31, 2024, must do so within the 60-day deadline.
  • Applications already submitted under the PRTQ will continue to be processed under the program’s conditions, even after the PSTQ launch.
  • Validated Job Offers (OEV) remain valid for 18 months, and individuals holding an OEV can use them when invitations resume by June 30, 2025.

What Employers and Applicants Should Know

  • Employers can still submit OEV validation requests despite the temporary suspension.
  • For strategic decisions regarding work permits or navigating these changes, quick action is crucial to align with government timelines.
